Joint State Government Commission must conduct a study within 12 months on transportation network company (TNC) operations, including driver income, traffic congestion, safety, vehicle utilization, geographic service access, and driver work hours

TNCs may be required to provide detailed data for each ride, including driver and vehicle information, pickup/dropoff locations and times, mileage, itemized fares, driver payments, and time spent connected to the platform

Pennsylvania Public Utility Commission must establish minimum payment methods for TNC drivers within 6 months of the study report, considering ride duration/distance, driver expenses, vehicle utilization, fare rates, and income adequacy

Commission must evaluate whether minimum fare rates would address problems identified in the study, and if so, establish minimum fares that may vary by vehicle category, ride type, and location

Minimum fare rates must be reviewed at least annually and may not include taxes, fees, or surcharges imposed on rides
