Amends Pennsylvania's Regulatory Review Act to give legislative committees 14 calendar days to report a concurrent resolution blocking a regulation after the Independent Regulatory Review Commission issues its order or fails to act

Requires both the Senate and House to vote on any concurrent resolution disapproving a regulation within 30 calendar days or 10 legislative days (whichever is longer), with the resolution then going to the Governor for approval or veto

Prohibits agencies from reissuing the same regulation or any substantially similar regulation in the future once blocked by an approved concurrent resolution, unless specifically authorized by a new law

Creates a new mechanism allowing legislative committees to initiate repeal of any existing regulation through a concurrent resolution, provided they first hold a public hearing on the matter

Takes effect 60 days after enactment
