Amends the Pennsylvania Construction Code Act to create a new "historical agricultural building" category for structures built before January 1, 1999 as agricultural buildings and now used for weddings, receptions, and similar public events

Exempts these historical agricultural buildings from the Uniform Construction Code if owners file an annual affidavit with the code administrator confirming an inspection report was issued and specific safety conditions are met

Requires qualifying buildings to comply with fire safety provisions for historic buildings in the International Existing Building Code, but specifically exempts them from installing automatic fire sprinkler systems

Mandates safety measures including functioning smoke detectors, portable fire extinguishers, electrical code compliance if wired, prohibition of smoking and open flames (except food warmers), and liability insurance from a Pennsylvania-authorized insurer

Requires posted signage stating maximum occupancy and that the facility operates under alternative building requirements, plus toilet facilities meeting restaurant/banquet hall standards either on-site or through portable facilities
