Removes the exemption that previously allowed petroleum or petroleum products transportation lines to condemn dwelling houses and their curtilage within 100 meters

Requires Pennsylvania Public Utility Commission approval before petroleum or petroleum products companies can condemn property outside public rights-of-way for pipeline construction

PUC must determine after notice and hearing that the service is necessary or proper for public service, accommodation, convenience, or safety before granting condemnation authority

Extends existing property protections that apply to electric, telephone, and telegraph lines to now also cover petroleum pipeline projects

Takes effect 60 days after enactment
