Creates state licensure for professional music therapists in Pennsylvania by amending the Social Workers, Marriage and Family Therapists and Professional Counselors Act to add music therapy regulation

Expands the State Board from 13 to 15 members by adding two licensed professional music therapists with master's degrees or higher in music therapy or a related field

Requires license applicants to complete education and clinical training requirements established by the American Music Therapy Association and pass the Certification Board for Music Therapists examination

Licensed professional music therapists must collaborate with health care providers and treatment teams before and during treatment, and cannot diagnose physical, mental, or communication disorders

Takes effect 60 days after enactment; civil penalties up to $10,000 may be levied for unlicensed practice or misrepresentation as a music therapist
