Authorizes Pennsylvania to join the Social Work Licensure Compact, enabling licensed social workers (clinical, master's, or bachelor's level) to practice across member states through a multistate license without obtaining separate licenses in each state.

Establishes eligibility requirements for multistate licenses including holding an unencumbered license in the home state, passing a qualifying national exam, completing required supervised practice hours (minimum 3,000 hours for clinical licensure), and submitting fingerprints for criminal background checks.

Creates the Social Work Licensure Compact Commission as a joint government agency to administer the compact, with each member state having one delegate; the compact becomes effective when enacted by seven states.

Allows remote states to take adverse action against a social worker's multistate authorization to practice within their jurisdiction while preserving the home state's exclusive authority over the multistate license itself.

Active military members and their spouses may designate and retain a home state for licensure purposes during active duty periods, supporting military family mobility.
