Prohibits businesses from charging consumers additional fees or higher rates for paying bills by U.S. mail or receiving paper billing statements

Amends Pennsylvania's Unfair Trade Practices and Consumer Protection Law (Act of December 17, 1968) by adding Section 3.2

Allows businesses to offer credits or incentives to consumers who choose electronic payment or billing options, rather than penalizing those who don't

Provisions are subject to applicable federal law and regulation

Takes effect 60 days after enactment
