Establishes the Prevailing Wage Co-Enforcement Program within the Department of Labor and Industry to train volunteers to identify violations of the Pennsylvania Prevailing Wage Act on public work project sites

Program participants may conduct labor compliance site visits, interview workers, and assist with audits and hearings under department direction when public bodies or workers report problems, or during routine monitoring activities

Participants must complete department orientation, wear department-issued identification badges, submit interview and observation forms within 48 hours, and cannot accept payment for their activities

Prohibits participants from representing labor unions while performing program duties, including wearing union attire, distributing union literature, making disparaging remarks about non-union contractors, or gathering intelligence for union purposes

Department must review participant documentation within 120 days and issue written determination on whether to investigate; participants conducting politically motivated investigations face up to 5-year or permanent bars from the program
