Establishes the FQHC Primary Care Workforce Initiative within the Department of Health within one year, creating a voluntary program to place medical students in clinical rotations at federally qualified health centers (FQHCs)

Funds the program through federal appropriations from the One Big Beautiful Bill Act (Public Law 119-21), rather than the originally proposed $2,500,000 General Fund appropriation

Requires grant recipients to submit a sustainability plan demonstrating how clinical placements will continue beyond five years, including evidence of public-private or philanthropic partnership support

Prioritizes rural counties (population density less than 291 persons per square mile) for clinical rotation placements, and grants rural hospitals first right to extend residency offers to participating students

Distributes grants in equal amounts to enrolled FQHCs as stipends to support preceptors (supervising practitioners) or students in the program
