Amends The Insurance Company Law of 1921 to remove requirements for nonnetwork EMS agencies to register annually with the Department of Health by October 15 to receive direct reimbursement from insurers.

Eliminates the requirement for the Department of Health to maintain a publicly accessible electronic registry of EMS agencies requesting nonnetwork direct reimbursement.

Removes provisions prohibiting nonnetwork EMS agencies from billing patients when reimbursed at network rates, and removes restrictions on EMS agency fundraising practices related to billing.

Removes the definition of "Department" (Department of Health) from the billing section while retaining definitions for EMS agency, emergency medical services, and insurer.

Takes effect 60 days after enactment.
