Establishes the Survivor-Centered, Accessible, Fair and Empowering (SAFE) Housing Trust Fund within the State Treasury to provide emergency, transitional, and permanent housing for victims and survivors of domestic violence, sexual assault, dating violence, human trafficking, and stalking

Provides initial funding through a $1,000,000 transfer from the General Fund and creates ongoing revenue sources including a $10 fee on each deed or mortgage filing collected by recorders of deeds and clerks of court

Enables voluntary $5 contributions during online driver's license, identification card, and vehicle registration renewals through PennDOT's website within one year of enactment

Directs the Pennsylvania Housing Finance Agency to administer the fund and award grants to domestic violence programs and rape crisis programs for affordable housing, relocation services, rent subsidies, security deposits, and homeownership financing

Requires annual reporting to legislative committees on fund revenues, expenditures, and outcomes, with Auditor General audits every three years; takes effect 60 days after enactment
