Creates new criminal offense of "digital forgery" under Pennsylvania's Crimes and Offenses code for generating and distributing forged digital likenesses (deepfakes) with intent to defraud or injure

Standard violation is a first-degree misdemeanor; elevated to third-degree felony when part of a scheme to defraud, coerce, or commit theft of monetary assets or property

Exempts constitutionally protected activity, law enforcement performing official duties, technology providers/developers, and internet service providers from prosecution

Provides affirmative defense if defendant took reasonable action to notify viewers/listeners that the digital likeness was not genuine

Takes effect 60 days after enactment
