Safe exchange zones must be located within 100 feet of a local police department, county sheriff's office, State Trooper barracks, or approved public areas such as parks, courthouses, or municipal offices

Requires all safe exchange zones to have video surveillance systems covering the entire area and signage displaying the participating entity's telephone number and emergency 911 instructions

Department must approve or deny grant applications within 30 days, with priority given to zones near law enforcement facilities; grant funds are subject to audit and must be geographically distributed across Pennsylvania

Provides liability protection for municipalities, participating law enforcement entities, the department, and counties for conduct of participants using safe exchange zones; act takes effect in 180 days
