Establishes public housing safety committees within each housing authority, composed of three members: the Authority's Executive Director, the county District Attorney, and the county President Judge

Requires housing authorities to refer applicants with criminal records (misdemeanor third degree or higher) to the safety committee for case-by-case review, evaluating factors including crime severity, time elapsed, and threat to other residents' safety

Mandates unanimous committee approval for applicants with criminal histories to be admitted; exempts victims of domestic violence, dating violence, sexual assault, or stalking from committee review

Expands landlord requirements statewide (previously applied only to Philadelphia), prohibiting Housing Choice Voucher Program landlords from approval if delinquent on property taxes

Allows Housing Choice Voucher landlords to obtain criminal background checks on prospective tenants' adult household members through law enforcement, with applicant consent required and disclosure prohibited
