Creates a grant program to fund eligible institutions and nonprofits providing technical assistance, training, and support to businesses materially impacted by the January 31, 2025 air ambulance crash in Philadelphia

Establishes a loan program to provide funding to eligible institutions, which would then make loans directly to air ambulance crash impacted businesses

Requires the authority to submit a report to Senate and House Appropriations Committee leadership within 180 days of program implementation, detailing allocated funds, participating institutions, and number of grants and loans disbursed

Directs the Joint State Government Commission to conduct a study on providing grants to small businesses in emergency situations, examining other states' approaches and identifying best practices for economic redevelopment

Prohibits the authority from awarding grants or loans under this program more than five years after the act takes effect
