Department of General Services must inventory state-owned real estate assets and evaluate their potential use for deploying fixed and mobile broadband services in unserved and underserved areas of Pennsylvania.

Counties may voluntarily prepare inventories of county-owned assets suitable for broadband deployment and submit them to the department for inclusion in statewide resource analysis.

State agencies may lease or license state-owned assets to qualified broadband providers to facilitate service deployment in areas lacking adequate internet access, subject to departmental guidelines.

Establishes the Broadband Services Restricted Account in the General Fund, funded by revenue from asset leases and wireless infrastructure contracts (including Contract Number 4400021522 from August 23, 2019), with funds dedicated to deploying high-speed broadband in unserved and underserved areas.

Site occupancy agreements must be approved within 90 days; the Pennsylvania State Police and Pennsylvania Historical and Museum Commission are exempt from the act's requirements.
