Amends Section 2006-H of the Public School Code of 1949 to restructure the opt-out provision for exit counseling, making financial aid counseling available to students with loans at the end of their final academic term unless they choose not to participate.

Exempts students who transfer or withdraw from exit counseling requirements if their Federal or other student loans do not require repayment.

Requires institutions to mail written financial aid information to students who leave or transfer if the institution cannot contact them directly.

Takes effect 60 days after enactment.
