America250PA Commission is responsible for designing the monument and coordinating acquisition of supplies and construction

Department of General Services must prepare the site and cooperate with the Commission on construction and placement

Monument ownership transfers to the Department of General Services upon disbanding of the America250PA Commission, with the department responsible for perpetual maintenance
