Manufactured home community owners must provide 90 days written notice to residents, resident associations, the Pennsylvania Housing Finance Agency, local housing authority, and municipality before selling, including the price, terms, and conditions of the proposed sale

Resident associations representing at least 25% of spaces, or nonprofit organizations acting on their behalf, have 120 days after filing notice of intent to submit a matching purchase offer; community owners cannot accept other offers during this period

Community owners must negotiate in good faith, respond to offers within 7 days, provide sale-related documents within 10 days of request, and cooperate with inspections and surveys

Noncompliance can result in the sale being set aside if an action is filed within 90 days of recording, or civil penalties up to 30% of the sale or listing price (whichever is greater), split between the agency and residents

Exemptions apply for sales to family members, transfers by gift or devise, foreclosures, and eminent domain; the act takes effect in 60 days
