Establishes civil penalties for noncompliance: up to $2,500 for first violation, escalating to $15,000 for fourth or subsequent violations per day, with third-time violators becoming ineligible for uncompensated care payments under the Tobacco Settlement Act

Prohibits hospitals that violate price transparency requirements from pursuing debt collection actions against patients, including referrals to collection agencies, lawsuits, or credit reporting; noncompliant hospitals must refund payments and forgive remaining debt if found in violation
