Amends Title 53 of the Pennsylvania Consolidated Statutes to allow municipalities to petition the court of common pleas to suspend a consolidation or merger if fraud, error, or undisclosed material financial losses affected one of the municipalities prior to the referendum

Exempts from the existing five-year moratorium on re-voting consolidation/merger questions any new referendum ordered by a court following a successful petition challenging the original referendum

Requires courts to hold a hearing on suspension petitions and order a new replacement referendum if the governing body's petition is supported by substantial evidence

Suspends adoption or implementation of any consolidation or merger agreement until a new referendum is approved when a court orders a new vote

Applies to referenda held on or after the effective date of the section, with the act taking effect 60 days after enactment
