Amends Pennsylvania's Right-to-Know Law to allow agencies to petition the Office of Open Records for relief from "vexatious requesters" who submit requests intended solely to harass, annoy, frustrate, or burden an agency

Agencies must demonstrate vexatious conduct by clear and convincing evidence, with factors including number of requests, scope and complexity, repetitive requests for identical records, and documented intent to harass

Protects certain requesters from being designated vexatious: parents/guardians making requests about school curriculum or policies, and candidates or political parties requesting voter registration or election administration records

Office of Open Records must issue a final determination within 90 calendar days; if granted, relief may limit an agency's obligation to respond to future requests from the vexatious requester for up to one calendar year

Act takes effect 120 days after enactment; aggrieved parties may appeal determinations to Commonwealth Court within 15 calendar days
