Authorizes municipalities to confiscate remaining funds if policyholders fail to meet approved timelines or fail to report within one year, with funds deposited into a special account for the original claim purpose

Assigns auditing responsibility to county auditors when municipalities lack an auditor or face conflicts of interest; takes effect 60 days after enactment
