Prohibits intentionally releasing sky lanterns, aerial luminary lanterns, or similar floating devices outdoors unless tethered by a weight or fixed structure connected to the ground

Makes it illegal to tether a sky lantern and then intentionally leave it unattended

Releasing an untethered sky lantern is a summary offense with a minimum fine of $500

If a tethered lantern escapes beyond the person's control, the penalty increases to a minimum fine of $1,500

Takes effect 60 days after enactment and applies to individuals, businesses, municipalities, and governmental entities (excluding the Commonwealth)
