Authorizes Pennsylvania to join the Dentist and Dental Hygienist Compact, an interstate agreement allowing licensed dentists and dental hygienists to practice in other participating states without obtaining separate licenses in each state

Creates a "Compact Privilege" system where licensees with qualifying, unencumbered licenses can practice in remote states after meeting requirements including passing national board exams, completing clinical assessments, and satisfying any state-specific jurisprudence requirements

Establishes the Dentist and Dental Hygienist Compact Commission as a joint government agency to administer the compact, maintain a shared data system for licensure and disciplinary information, and promulgate rules with the force of law in participating states

Requires participating states to conduct criminal background checks, accept graduates from accredited dental programs, and report adverse actions and significant investigative information to the Commission's data system

Compact becomes operative when seven states enact it; Pennsylvania's commissioner receives no additional compensation but is reimbursed for reasonable expenses, and active military members and spouses are exempt from Commission fees for compact privileges
