Establishes the Pennsylvania SBIR/STTR Matching Funds Program, administered by the Department of Community and Economic Development, to provide state grants matching federal Small Business Innovation Research (SBIR) or Small Business Technology Transfer (STTR) Phase I awards up to $50,000

Eligible businesses must be for-profit, headquartered in Pennsylvania with a principal place of business in the state, and commit to conducting at least 51% of Phase II research in Pennsylvania

Grants are distributed in two parts: 75% upon receipt of federal Phase I award, and 25% upon submission of Phase II application and acceptance of the Phase I report by the Small Business Administration

Businesses are limited to one grant per year, one grant per federal proposal submission, and a maximum of five total awards under the program

Funding may be used for technical and business assistance activities, with the General Assembly responsible for appropriating funds; the act takes effect 60 days after enactment
