Expands the permissible uses for the $2,000,000 annual local law enforcement grant program funded by the State Gaming Fund to include investigation and enforcement of animal fighting (18 Pa.C.S. § 5543) and possession of animal fighting paraphernalia (18 Pa.C.S. § 5544)

Grants may also be used for violations of gambling devices and gambling laws (18 Pa.C.S. § 5513), in addition to existing unlawful gambling enforcement purposes

Pennsylvania State Police qualify as a "local law enforcement agency" for these grants when providing primary police coverage to municipalities without their own police department

Takes effect 60 days after enactment
