Establishes the Buy American Grant Program within the Department of Community and Economic Development to reimburse political subdivisions and authorities for purchasing "union-made" vehicles—those assembled at U.S. facilities operating under collective bargaining agreements

Grants are capped at 20% of vehicle procurement costs and distributed on a first-come, first-served basis until fund money is exhausted

Eligible vehicles include buses, passenger cars, school buses, school vehicles, and trucks; leases or rentals under one month do not qualify

Creates the Buy American Grant Fund in the State Treasury, which may receive General Assembly appropriations, federal money, grants, and donations; unspent funds do not revert to the General Fund at fiscal year end

Requires annual reports to the Governor and legislative Appropriations Committees by September 1 each year, beginning in 2026, detailing grant applications, awards, denials, and remaining fund balance
