Mandates PennDOT enter a memorandum of understanding with the National Marrow Donor Program to agree on application language, a unique website link, and distribution of digital informational materials at no cost to the Commonwealth

Requires both PennDOT and the Department of Health to post links to the National Marrow Donor Program website on their public websites

Clarifies that registry enrollment does not constitute a legal anatomical gift document and does not obligate matched registrants to donate

Takes effect nine months after enactment
