Expands the definition of "restricted faculty license" to allow teaching at clinical facilities owned by dental schools or affiliated academic health care centers (not operated for profit), and at advanced dental education programs, rather than only at dental schools

Extends the duration for out-of-state or foreign dentists to practice in clinical continuing education courses from 20 days to one year

Removes the restriction limiting restricted faculty licensees to primary dental school facilities, now permitting practice at affiliated academic health care centers and dental school-owned faculty practices (eliminating the prohibition on satellite or off-campus sites)

Requires the State Board of Dentistry to conduct individualized assessments under 63 Pa.C.S. § 3113 when evaluating the moral character of dental license applicants with criminal convictions

Allows restricted faculty license applicants to qualify based on training from international dental specialty or advanced clinical education programs, in addition to ADA-accredited programs
