Prohibits health care practitioners from performing, administering, or prescribing gender transition-related medical procedures on individuals under 18, including surgeries, puberty blockers, hormones, and anti-androgens

Bans private insurers and government programs (including CHIP and Medicaid) from covering prohibited gender transition procedures for minors

Establishes exceptions for treatment of congenital defects, disorders of sex development, precocious puberty, physical injuries, and medically necessary procedures to prevent death or major bodily impairment

Creates a 365-day transition period for minors already receiving treatment if a physician certifies in writing that stopping would be physically harmful

Violations constitute a third-degree felony, subject practitioners to professional license discipline, and allow minors or guardians to sue for damages until two years after the minor reaches age 18
