Amends Title 8 of Pennsylvania Consolidated Statutes to modify how vacancies in elective borough offices (mayor, council member, auditor, controller, tax collector) are filled

Requires council to accept a resignation within 45 days of receiving it in writing; unaccepted resignations are automatically deemed accepted after 45 days

Establishes a vacancy board consisting of council members (excluding mayor) plus one registered elector appointed as chair, which convenes within 15 days if council fails to fill a vacancy within 30 days

Allows the court of common pleas to fill vacancies if the vacancy board fails to act within 15 days, or when vacancies exist in more than a majority of council offices upon petition by 15 registered electors or remaining council members

Takes effect 60 days after enactment
