Requires public buildings/facilities serving 1,500+ persons daily, State-owned buildings, and health care facilities to install and maintain at least one adult changing station accessible to both men and women for persons with disabilities, special health care needs, or the elderly

New construction must comply 2 years after the effective date; existing buildings must comply when alterations/additions requiring a permit and costing $20,000 or more occur 4 years after the effective date

Adult changing tables must be powered, height-adjustable (19-38 inches), at least 25 inches wide by 72 inches long, support at least 400 pounds, and include safety rails and a belt

Covered facilities include auditoriums, convention centers, amusement parks, theaters, stadiums, shopping centers, museums, libraries, parks, zoos, airports, train/bus stations, hospitals, nursing facilities, the Capitol Building, interstate rest stops, and State college/university buildings

Facilities must post conspicuous signage at changing station entrances and include location information in central directories where applicable
