School districts must allow children of active duty military members (including reserves) with official transfer orders to enroll before establishing residency, upon providing military orders and proof of intent to move such as a home purchase contract, lease, or written statement

Parents or guardians must provide proof of actual residence within 45 days after the arrival date specified in military orders

Receiving school districts must accept grade points associated with transferred credits from the sending school and incorporate them into the student's cumulative GPA calculation

Applies to secondary school students transferring into or within Pennsylvania

Takes effect 60 days after enactment
