Amends Title 8 of the Pennsylvania Consolidated Statutes to revise procedures for filling vacancies in elective borough offices

Borough councils have 30 days to fill a vacancy; if they fail, a vacancy board must be convened within 15 days to make an appointment

Vacancy board consists of council members (excluding the mayor) plus one registered borough elector appointed by council to serve as chair, who cannot vote for themselves to fill the vacancy

Court of common pleas fills vacancies when the vacancy board fails to act within 15 days, or when vacancies exist in more than a majority of council offices (upon petition by 15+ registered electors or remaining council members)

Takes effect 60 days after enactment
