Amends Title 75 (Vehicles) Section 1786 to create a 10-day grace period for vehicle owners or insurers to furnish proof of required financial responsibility before the department can impose penalties for alleged violations

Requires insurers issuing new motor vehicle liability insurance contracts to notify PennDOT within 10 days of the policy's effective date when the contract is for providing proof of financial responsibility

Applies to situations where insurers know or have reason to believe the new insurance contract is intended to demonstrate compliance with financial responsibility requirements

Takes effect 60 days after enactment
