Prohibits government-owned electronic devices from having applications, software, or technology installed that prevents the device from maintaining or preserving records as required by law

Applies to devices owned or operated by the Commonwealth government, political subdivisions, and local education agencies (school districts)

Provides exceptions for law enforcement activities, security interests, security research, and risk mitigation actions, though even in those cases the technology cannot be used to prevent legally required record creation or preservation

Adds a new Part XXX (Chapter 75) to Title 71 of the Pennsylvania Consolidated Statutes on state-owned electronic devices and networks

Takes effect 60 days after enactment
