Amends the Housing Authorities Law to require the Department of Community and Economic Development to establish a mandatory training program for all housing authority board members in Pennsylvania.

New and existing members must complete the training within 180 days of appointment, reappointment, or the law's effective date; authorities may remove members who fail to complete the requirement.

Training consists of a minimum of 8 hours of instruction (in-person, online, or virtual) covering fair housing, fiscal management, board governance, building code compliance, crime prevention, ethics, open meetings, and the Right-to-Know Law.

The Department must provide the training at no cost to authorities or members, funded through General Assembly appropriations, and may partner with third parties or approve alternative programs.

The act takes effect 180 days after enactment.
