Incarcerated individuals in federal or state correctional facilities and juveniles in placement facilities would be counted at their last known home address (rather than the prison location) for redistricting purposes, if they were Pennsylvania residents

Inmates whose last known residence was outside Pennsylvania or cannot be determined would continue to be counted at the facility location

Department of Corrections and Department of Human Services must provide data to redistricting bodies including unique identifiers, facility census blocks, prior residential addresses, and demographic information for each incarcerated person

Agencies must begin collecting required data within 60 days of enactment and submit information to the Legislative Reapportionment Commission by June 1 of each year ending in one (census years)

Act takes effect 60 days after enactment
