Permits religious-based balloon releases only with prior written approval and a permit from a government entity, while explicitly excluding celebratory or aesthetic uses such as wedding exits

Requires the Department of Conservation and Natural Resources to post public notice on its website and install permanent, weather-resistant signage at all state park and forest entrances legible from at least 80 feet

Takes effect 60 days after enactment and applies to individuals age 13 and older as well as corporations, partnerships, and other legal entities
