The department must replace magnetic strip access devices with embedded chip technology that generates unique transaction codes to prevent fraud

New security measures required include transaction monitoring systems with text/email alerts, a mobile app allowing recipients to lock/unlock their cards, and streamlined theft reporting procedures with referrals to emergency nutrition support

The department must conduct targeted outreach to educate recipients on theft prevention for their access devices

Takes effect 60 days after enactment
