Establishes the Reproductive Health Services Address Confidentiality Program within the Pennsylvania Department of Health, providing confidential substitute addresses to reproductive health service providers and patients who fear violence from an assailant

Certification lasts 3 years and requires applicants to file an affidavit describing feared violent acts; the department forwards all first class, registered, and certified mail within 3 business days at no cost to participants

State and local government entities must accept the substitute address in place of actual addresses, with exceptions for released offenders on parole and registered sex offenders

Attempting to gain access to a participant's actual address by fraud or misrepresentation is a second-degree misdemeanor (first offense) or third-degree felony (repeat offense or if committed by someone previously convicted of violence against the participant)

Department must promulgate implementing regulations by July 1, 2027; the act takes effect 60 days after enactment
