Prohibits covered entities (as defined by HIPAA) from disclosing patient communications or examination information related to reproductive health care services in civil actions, investigations, or district attorney proceedings without explicit written consent from the patient or their legal representative

Requires covered entities to inform patients of their right to withhold written consent for disclosure of reproductive health care records

Establishes exceptions allowing disclosure without consent when authorized by court rules, needed for defense against claims, related to Department of State complaint investigations, or when child/senior/disability abuse is known or suspected

Defines "reproductive health care services" as medical, surgical, counseling, or referral services relating to the human reproductive system, including pregnancy, contraception, or termination of pregnancy

Takes effect 60 days after enactment and does not override existing state confidentiality protections for physicians, psychiatrists, psychologists, school personnel, sexual assault counselors, domestic violence counselors, or mental health/drug and alcohol treatment records
