Amends the Workers' Compensation Act to allow businesses to register individuals classified as independent contractors for federal tax purposes with the Pennsylvania Department of Labor and Industry, exempting the business from workers' compensation liability for those workers.

Registered independent contractors must sign a written waiver of all workers' compensation benefits and an affidavit acknowledging they are not employees, are not entitled to benefits, may purchase their own insurance at their expense, and cannot access the Uninsured Employers Guaranty Fund if injured.

Registrations remain valid indefinitely but workers may request revocation at any time; revocation becomes effective 10 days after the department receives the request via certified mail.

Prohibits businesses from using incentives, false information, or deception to persuade workers to sign the waiver or refrain from revoking registration, with violations subject to penalties for intentional violations under Section 305.

Does not alter the Construction Workplace Misclassification Act (2010) and takes effect 180 days after enactment.
