Adds certain kratom-derived substances to Schedule I controlled substances in Pennsylvania, including 7-hydroxymitragynine at concentrations of 2% or more of total alkaloid content or 1 milligram or more per serving size

Prohibits all synthetic, semi-synthetic, or chemically manipulated forms of mitragynine, 7-hydroxymitragynine, mitragynine pseudoindoxyl, and related alkaloids, metabolites, derivatives, or analogues of the Mitragyna speciosa (kratom) plant

Natural kratom products containing 7-hydroxymitragynine below the 2% threshold remain legal under this legislation

Amends The Controlled Substance, Drug, Device and Cosmetic Act of 1972 (P.L.233, No.64)

Takes effect 60 days after enactment
