Amends Pennsylvania's Prevailing Wage Act to extend prevailing wage requirements to workers performing "custom fabrication" of nonstandard goods and materials produced offsite but specifically for public work projects

Defines custom fabrication to include work on plumbing systems, HVAC, electrical systems, sheet metal, boilers, welding, mechanical insulation, ornamental iron, rebar assembly, signage, and prefabricated modules or structures

Requires workers engaged in custom fabrication to be paid the prevailing wage rate for their applicable craft or trade based on the locality where the public work project is located, not where fabrication occurs

Subjects firms performing custom fabrication for public works to the same compliance, reporting, penalties, and enforcement requirements as on-site contractors and subcontractors

Takes effect 60 days after enactment
