Expands the Postsecondary Educational Gratuity Program to cover children of police officers, firefighters, rescue squad members, and ambulance service members who were killed in the line of duty while employed outside of Pennsylvania

Removes the requirement that firefighters and volunteer fire companies be located within Pennsylvania, and removes the requirement that police officers be employed by a Pennsylvania municipality

Requires out-of-state first responders to have been full-time Pennsylvania residents for at least three continuous years at the time of their death to qualify their children for benefits

Applies the expanded eligibility retroactively to January 1, 2004, though institutions are prohibited from reimbursing tuition, fees, or room and board charges already paid between that date and the bill's effective date

Repeals the previous retroactivity provision that dated back to January 1, 1976, replacing it with the new 2004 retroactive date
