Establishes the Violent Incident Clearance and Technological Investigative Methods Program within the Pennsylvania Commission on Crime and Delinquency to provide grants to law enforcement agencies for improving clearance rates of homicides and violent crimes

Grants may be used for hiring and training investigative personnel, acquiring evidence collection and forensic testing technology, upgrading record management systems, supporting witnesses, and analyzing crime trends

Requires at least 10% of available grants be reserved for law enforcement agencies serving rural communities, and grants must supplement rather than supplant existing agency funding

Grant recipients must submit reports detailing clearance rates by arrest and exceptional means, personnel hired, training implemented, technology purchased, and how grant funds were utilized

Commission must submit annual program evaluations by March 31 to the Appropriations and Judiciary committees of both chambers, with administrative expenses capped at 3% of appropriated funds
