Amends Section 5501 of Title 18 (Crimes and Offenses) to add new provisions targeting individuals who organize, control, or finance riots involving two or more people, classified as a third-degree felony

Elevates the charge to a first-degree felony if organizing, controlling, or financing a riot results in the death of an individual

Defines "controls" as knowingly directing, coordinating, or supervising rioting; "finances" as contributing more than a de minimis amount of money or materials; and "organizes" as knowingly arranging or planning a riot

Maintains existing riot participation offense as a third-degree felony for those who participate with two or more others in disorderly conduct with intent to commit crimes, coerce official action, or when firearms/deadly weapons are involved

Takes effect 60 days after enactment
