Amends The Second Class Township Code to allow boards of supervisors to convene a vacancy board immediately after a vacancy occurs by majority vote at a public meeting, rather than waiting 30 days

Prohibits the appointed registered elector serving as vacancy board chairperson from voting to fill a vacancy with themselves

Expands circumstances for court of common pleas intervention to include when the chairperson position is vacant and remaining vacancy board members publicly justify their inability to fill the position within 15 days

Requires court of common pleas to fill vacancies when a majority of supervisor seats are vacant, upon petition from remaining supervisors or at least 15 registered township electors

Specifies that resignations creating a lack of quorum become effective on the date specified or the second business day after tendering if no date is given, unless withdrawn in writing

Takes effect 60 days after enactment
